  "message": "fsmonitor/win32: drop unused parameters\n\nA few helper functions (centered around file-watch events) take extra\nfsmonitor state parameters that they don\u0027t use. These are static helpers\nlocal to the win32 implementation, and don\u0027t need to conform to any\nparticular interface.
