Catch stale dashboard on "Encode Sensitive Value"

Similar to previous state dashboard issue (which handled the
Run Incremental Push / Run Full Push buttons), this alerts/
redirects to login when the dashboard has gotten stale, and
the user hits the "Encode Sensitive Value" button.
