tool for QA to test Groups DB scale

Tool accepts configuration like:
  test.numusers=1000000
  test.numgroups=100000
  test.userspergroup=60
  test.grouppergroup=9

Tool makes up the data.

Possible follow up CL: Move groups-from-csv
and this tool to prebuilt or other package,
instead of having them live in examples.
