Revert "Further reduce the maximum repeat count when fuzzing."

This reverts commit 5603c16a2d0b1a4f489df6e66ae3a27198d8d75a, which was
intended to limit repetitions of Unicode character classes in regular
expressions generated by the RE2 fuzzer, but turned out to affect
human-written regular expressions.
