Revert "Add a GitHub Actions workflow for Python releases."

This reverts commit db7c4dc0595bd3793d3d2a7f1a8ae04a32a2bedb.

Reason for revert: Argh! `python.yml` must exist on the `main` branch, but must also exist on the `abseil` branch or else you get "Workflow does not exist or does not have a workflow_dispatch trigger in this branch." errors in the GitHub Actions UI. T_T
